can a member of anglican church take holy communion when he was not confirmed,only baptised?

Yes, Anglicans offer communion to any baptized person (from any denomination).

any disciple of Christ can partake in communion. it is this type of rule that Christ nailed to the cross.
so remember to keep the sabbath day holy unto god.

Yes, You don't need Confirmation to take Communion. If your part of Christianity at all, you have the right to Communion.

No, because he has been said to be raised in a evangelical church because of baptism but hasn't been confirmed that he is in fact himself a evangelical christian, there for the "holy" part of the holy Communion is out of the picture.

It would be wise to ask the priest at your local Anglican Church, but from memory, I don't think that one can unless confirmed. I tried go ogling this question, but couldn't get a cast - iron answer!
