Choosing well is the first step. What do you wish the rune to do?
For divination, you need a full set, and creating one properly, as opposed to buying a made-in-China set at Borders, is a fairly serious and intensive undertaking. It's also not something I talk about with islanders on line.
For a single rune . . . simply take your time. Read the rune poems associated with it, meditate on them. When you feel you're ready, and understand it, carve and blood it. "Blessings of the gods" are less important in this circumstance than ones own focused will; the Ancient Ones of the North aren't much into mollycoddling and expect you to actually stand on your own two feet and take up your luck with both hands. But be SURE you're ready to "rust" (carve) before you do:
