Although Buddhism in Vietnam is predominantly of the Mahayana form, the Theravada tradition is well recognized and is experiencing a growing interest especially in the practice of meditation, in Nikaya-Agama literature and in Abhidhamma studies.
Officially, 80% of Vietnamese claim to be Buddhists of whom about 30% follow the Theravada tradition...so that would make it about 21 million people (86 million X 0.8 X 0.3 = 20.64 million)
In reality though, most Vietnamese, as most Chinese follow ancestor worship traditions, even among Catholics, and are not serious Buddhists the way Thais, Laotians, Cambodians, Burmese and Sri Lankans are.
