It includes ceremony and dogma. That makes is a religion. It's even a state-religion in some places.

The Asian concept of "religion" is a lot different than in the west.

Confucianism is a religion, but it's also a philosophy. Most Confucians are also Taoists, although not all Taoists are Confucians.
