An oligarchy - team managers and umpires make all the rulings.

Oligarchy, decisions are not made by everyone so it can't be democracy, Buddhism has castes so no, and Confucianism believe that you must appreciate the good things in life and nothing you can do will ever change your circumstances. So Oligarchy the decisions are made be the best and brightest, as in those who get to the ball first and have the best throw. Also those who are allowed on the field to participate make the decisions, those on the bench are bystanders to their own game.

The rules of baseball are set in concrete, so to speak. For instance, 3 strikes, and your out. No mercy, no grace, no 2ND chances (er - I mean 4Th chances to swing, that is). The bases are always in the same relative positions, and the teams always have the same number of players in the outfield. There are umpires (judges) who have the last say in all decisions, and everybody hates them. This doesn't sound like a democracy to me. I can't say about any of the others. I would think it would be more closely related to a dictatorship.
