Both. Those whose idea of religion and definition thereof is dictated by Christianity will say no because they expect religion to include myth and myth-based doctrines. Chinese religions are different from that but are religions, indeed. They had just as much influence upon their culture and include doctrines and rituals but the philosophical aspects can be segmented. Thus, you hear of philosophical Taoism and Buddhism but you don't hear of philosophical Christianity.

it was the philosophy at the first place..
but then people get obsessed with it and it become a religion..
