Frankly, it doesn't care. Of course, we would probably consider it to be polytheistic as, in its original form, it was tied to ancestor worship. And the idea of the Mandate from Heaven, which is at the core of the philosophy, is certainly about a god or gods, though Confucius doesn't seem to care which ones.
