It could be considered both. It has a following like a religion, but it also has a list of saying (proverbs) like the book of Proverbs. It's also a philosophy people live by.

It depends upon who you ask. Western cultures separate the two, while Eastern do not. Philosophy, religion, medicine, psychology, are interdependent and intertwined. Language is very limiting.. we assign concepts to words, and they don't always translate the same or mesh up. I say its just semantics whether Confucianism, Buddhism, etc, are one or the other.. they are neither, they are both.
