Default What is the final authority of the Eastern Orthodox Church?

The final authority of the Roman Catholic Church is the Pope. What is the final authority of the Eastern Orthodox Church? Is it the consensus of the bishops?
The Patriarch of Constantinople is 'First Among Equals'. He cannot make any decisions without the consensus of the other bishops. He does not have 'Papal Primacy'.

The Patriarch of Constantinople was historically the closet eastern equivalent to the western pope. Since Constantinople fell to the Muslim Turks I'm not sure who is in charge. (It's beyond my time period of expertise)

Over here the people consider the national Archbishop the final authority. I've never heard an eastern orthodox speak of any foreign authority the way catholics do of the pope.

Yes, there was an Eastern Pope (who descended from the Eastern Roman Emperor).

They don't have one head as far as I know.

There's a kind of head-Patriarch in each country and they and the Patriarch of Constantinople (who would be the most recognized and important) lead the church.
