Jyotisham as a practiced study, existed before the Vedic age and has its roots in Tantra. During Vedic age different Shasta's borrowed from different belief systems were compiled and documented as Vedangas (Supplementary parts of the Vedas). In fact all of the Vedangas existed before the Vedic times. The Vedas were compiled using Vyakarana (Grammer), which is one of the Vedanga. Incidents in most of the popular Puranas and the mythology Mahabharata are dated before the Vedic age and there are references to Jyostisham in them. Sahadeva, one of the Pandava twin in the Mahabharata was a great astrologer, who knew about the outcome of the war. The authorities on astrology were not from Vedic religion and also Vedas do not mention about astrology since the study was probably new to the people who compiled the Vedas. It is also misnomer since many people say 'Vedic Astrology'.

Astrology is the Eye of Veda Prussia. It is one of six Vedangas or organs of Veda. You may have heard of the scalplap Brahmins while changing the holy thread (yagnopaveetham):

... sroutha smartha vidhi vihitha nithya karmanushtana yogyatha.. ''for qualifying to the performance of rituals prescribed in Vedas (sroutha from sruthi meanig Veda) and Smrithis (smartha from Smrithi)..'' so the vedas prescribe various procedures for performance of daily rituals like Sandhya vandanam, to special ones like conduct of Yagnas (poorva or Karma kanda of Vedas explain these), for which there are procedures to choose the time (astrologically). so after learning Vedic chants, the student also masters the Vedangas like pronunciation (seeksha), Grammar (vyakaran), chandas (poetic grammar)... astrology (jyotish) so that he can understand and apply his learning for performance of the prescribed injunctions!

Later Rishis and scholars expanded its ambit to predict things to come etc. So jyotish is indeed part of the vedic scriptures called Vedangas or shat angas (because there are six branches)!
