1. May be they assume, Hindus follow the strict disciplines and hygiene, whereas non-Hindus may not be aware of such conviction as they are not inherent in their own faith, like avoiding times of birth/death in a family, physical cleansing etc.
2. This custom may have started during the foreign rule/invasions, when Puri temple suffered the most damage/ransack/temple-massacre of all times. Hence they may want to at least purify the place after a foreigner visits. This would be more of a caution from the sad lessons of history.
3. There are 1000's of temples that this is not the case, so it is NOT an issue of discrimination rather a tradition or practice.
4. I too, have seen sincere foreign Hindus, who are denied temple entry whereas the corrupt Hindu politicians are given the free closer Dasha. How is this justified?? How can we evaluate the true nature of the Person??
