The restriction on using cars, vehicles, ships and airplanes is for Jain monks and nuns. They wander from place to places barefoot. On the other hand there are no restrictions on travel for the Jain laypersons. That is why, you will find Jain laypersons in USA and in other countries. Some Jain laypersons may voluntary take vows of limitation for traveling for spiritual uplifted, but it is not compulsory. (Some sects have a middle rank -- Half monks or trainee monks who are allowed to travel and instruct the laypersons living out of India on Jain religion. But once they graduate to a full monk, their travel abroad is prohibited)
Often people mix up between the rules for monks and rules for laypersons. The rules for monks are called major vows and are absolute. The rules for laypersons are called minor vows and are more liberal, keeping the fact that some violence is inevitable unknowingly in course of profession, self-defense or household duties. But even purposeful and avoidable violence is absolutely forbidden even to laypersons.
