i think your question is a bit convoluted. moses brought down the commandments and many aspects of what we view as the Torah. but he also wrote the entire thing down (the written part) towards the end of his life. in the text, the names of god reflect specific and discrete facets of god's "personality" so, as god is infinite, there must be a multitude of different names.
