Judaism's sages have tended to regard time as being cyclical; the general way of describing it would be like a helix, or somewhat like the phases of the moon (which waxes and wanes). Those would constitute metaphors for the notion that good times follow bad times, and vice verse. As for a quotation, I bring this one to the table:
"The Sages tell us to study history carefully. For what happened to our forebears is bound to happen to us again."
