Actually ANY adult can conduct the service. It's not really conducted so much as everyone knows what to do & it moves along.
Unlike Christianity, Jewish services aren't for the purpose of teaching the religion. They are essentially for prayer & connecting to God & whatever the special concepts are on particular holidays (such as Yom Kippor or Succot).
The person who's learned in Judaism & spiritual leaders are Rabbis.

The Angels is correct that many times services are lead by a cantor, either professionally trained or a lay person. In Orthodox Judaism it's usually -not- the Rabbi who leads the services. In Reform it usually is the Rabbi, but doesn't have to be & in some congregations or services it will be the Cantor.
A Torah scroll is important, but I've known synagogues that couldn't afford one yet, & prayer doesn't require one.
