Second hand reports aren't prophecy. Not only that, but Joseph was a man, and as such, he could exercise his right to speculation. Just because he was a prophet doesn't mean God talked to him all the time. If this really was said by him, it was a common belief held at the time.
This stems from a news hoax that said that some guy had discovered that the moon was inhabited by men. Many people would believe it if it was in the paper. Besides, this account was written over 40 years after the alleged event. That should be some evidence as to the truthfulness (or should I say untruthfulness?) of this story.
