I'm not sure why you think Elizabeth I is obviously wrong - although Edward's acts brought about strong political moves towards protestantism he was succeeded by a Catholic Queen (Mary) who reversed many of his actions. It was really only under Elizabeth that protestantism became the dominant religion - particularly after Mary Queen of Scots was executed.
Queen Elizabeth I was actually the correct answer for this problem. I had this test also I guess that only until after Queen Elizabeth I was the idea of Protestantism dominant in England. Previously, there might have been a split Catholic and Protestant religion in England, but Queen Elizabeth established Protestantism as the main religion.
