Depending on the situation, of course it would be "allowed", if you're talking about Church law alone. The presbyter ate includes a teaching office, after all, and teaching involves the correction of error. That said, doing what you describe would require a special mandate from the episcopacy.
In the end, this would be a terribly inefficient way to reduce instances of heresy, and I seriously doubt it will ever be tried. Plus, it would be risky legally. I certainly wouldn't press charges (in fact, I'd be honored to be corrected by a minister of the Gospel), but a genuine heretic might. Pax!
