Actually, its a religious philosophy.

Many people make the mistake of thinking the "Scien-" comes from science.

Its not. It comes from the Latin word "sci" meaning knowledge. So, study of knowledge is about what it boils down to mean.

It has been called the "Science of knowing how to know".

It wasn't evolved with the normal "scientific testing". But the technology was tested in Hubbards own way on hundreds of thousands of people, and he removed any technology that didn't work uniformly.

So yes, it is scientific in nature, but truly it is primarily covering man as an evolving spirit.
