You just need money; Will Smith was invited to join by Tom Cruise.

Of course not. They're in the business to make money, not to discriminate.
R. Kelly and Isaac Hayes are both Scientologists.

No. The late Isaac Hayes famously quit working on "South Park" when they did an episode lampooning Scientology.

You have to be gullible.

Second link has a quote from an African-American former $cytologist about his treatment at the hands of this cult.

No this guy at work is Chinese and he is so broke. He bought 2 e-meters and they each were $10,000. That was 15 years ago but just recently they brought out a newer model (cosmetically improved) so he had to turn in the old ones and buy 2 more at $12,000 each. Then they told him that they just invented better CANS which he also was forced to purchase. You can go to you tube where an X Scientology's takes one apart to reveal how simple and how cheap the parts are $50 max. in parts.

Well since there are Scientology Churches and Missions is over 160 different countries world wide
including North America, Latin America, Africa, Europe, Austrailia , Middle East and Asia.
The answer to your question is NO.
In fact the only requirement is that you are a human being. The color of your skin, the genetic heritage of your physical body , is of no significance in Scientology.
Definition:
The term Scientology is taken from the Latin word "SCIO" : which means, in the fullest sense of the word, "knowing", and the Greek word "LOGOS" which simple means "study of".

The subject of Scientology is further defined as :

"the study and handling of the spirit in relationship to itself, universes and other life. "

You can also go to WNW.scientology.org for a much more detailed description of this religion.

Being interested in understanding life , in self help and in helping others is about the only requirement.
