The woman/harlot is referring to a world empire of false religion. The people that she sits on are those that under the power/lie of her. That's why all the chaos are happening in this world because she is ruling it. (1John 5:19; Rev 12:9, 12) Revelation Ch 18 warns all those who do not want to be tricked by her anymore need to get out of her sweet lies for God has sat a day to judge her (to end false religions).

2 Thessalonians 1:7-8 states: "At the revelation of the Lord Jesus from heaven with his powerful angels 8 in a flaming fire, as he brings vengeance upon those who do not know God and those who do not obey the good news about our Lord Jesus."

False Christians are made up of 1/3 of mankind's population, they too will fall into 2 Thess 1:7-8.
