It's the indigenous religion of Japan. It's like Hinduism -- no one started it.

If it had a single founder, that individual is lost to history.

More likely it's a fusion of many traditions.

The answer to that question is lost in the mists of time...

According to Shinto, it was Jimmu, the first emperor of Japan, who made it an official, state sponsored religion. But he is considered by many to be a mythological figure...

But that is only state Shinto. Shrine Shinto and a few other forms are even older, since the Shinto myths speak of people who lived in Japan and followed the way of the Kami before the empire came to be...

Emperor Jimmu, the first emperor of Japan around 700BC.
He claimed to be a descendant of the sun god and therefore having claim to leadership among the Yayoi people.

This is very similar to many cult religious uprisings in history, like at Cahokia Mounds near St. Louis. Around 1100AD a leader emerged who claimed to be a god/demigod. It's a very elemental part in starting your own religion either claiming to be divine or a prophet of the divine.
