Shinto is a very local experience. While the Emperor is important in Shinto, he is no more important religiously than the local priest/leader. The title is inherited from father to eldest son back to the one who discovered the local Kami's (spirit's) location and built the first shrine. The entire explanation is intentionally complex to protect the local interests from becoming entangled in a larger and broader movement.
