Default Who takes care of roadside Shinto shrines in Japan?

Would it be the clergy from the closest local shrine, or is it a community upkeep thing?

Les Scwab does. He also brings free beef when he feels festive!

Typically it's either an individual or community effort depending upon the size and importance.
