Shinto is very much tied to Japan. Traditional Shinto doesn't make sense outside of a Japanese context.
But anyone can follow Shinto. Devotion to nature can happen anywhere. Practices like MSyogi be done anywhere. Shrines can be anywhere, and can be as small as a rock or as big as a mountain.
Most Japanese that practice Shintoism don't describe themselves as Shinto. It is a practice, an artistic view of the world, a reverence of nature and its inherent kami. It is these things more than it is a personal faith or belief.
