For a baptized Sikh, cutting hairs is a taboo. Sikhs start keeping the uncut hairs from childhood to move one step towards baptism. Baptism is not forced in Sikhism. Someone has to come forward and beg for it. The Sikhs who cut their hairs move backwards. The Sikhism is not just a religion of Symbols, it is a complete philosophy which someone adopts in life. People who cut hairs but follow philosophy of Sikh Gurus are Sikhs but they are moving behind.

Khalsa was created about 175 years after the Guru Granth Sahib was complied by the 10Th Guru in 1699 to give Sikhs a unique identity and some more wonderful beliefs. But the majority of those who consider themselves Khalsa are not baptized or Strict Sikhs, they are hypocritical Sikhs

Of the 5 K?s the Kesh ( hair and beard, eyebrows, body hair ) is shown by a massive ( maybe 99 %, yes 99 % ) majority of the young 'Khalsa', weather they are in the UK or the fields of Punjab . Even the 'Khalsa's who keep the hair will reject 3 other physical symbols. For convenience sake - without batting an eyelid. Ask a religious 'Khalsa', - if you take so much trouble over maintaining your hair at the right length, do you keep ?the Kacha? ( large undergarment / drawers ) or do you wear a Calvein Klein brand of underwear. Do you keep ?the Kanga? ( comb ) of the right length or only a miniature Kanga ? for convenience sake ? The ?Kara? is convenient so almost everyone ( including I ) wear it.

It depends upon the individual. Some keep hair, some don't. Although in Sikhism the people who keep hair are called Keshdhari Sikhs while that don't keep are generally regarded as Sehajdharis. Nevertheless they are Sikhs. Sikhism is largely based upon your inner heart feeling and not just external symbols.
And many Sikhs who keep long hair are not baptized . they may not even be strict. It really depends.
