first of all I shall tell you that person who has questioned is not a Sikh & let me tell you hair is the only thing which grows every time when you cut. Is it possible if your hand , your leg or your nose get cut from your body ,can they grow again as before .you think why our gives it back again & again. if you have two eyes there must be some reason, like that two ears . every part of our body has its own function . there are some fundamentals ,that why Guru Gobind Singh Jo has given us blessings . hairs give us power in various methods.for deep understanding you will have to go through Gurbani , rah at Naoma & various Sikh history books. by asking questions on Internet is not sufficient. SIKHISM is not a small thing.mind it, don't take it lightly. Its pure & supreme . an ordinary person can't understand.

No importance spiritually but it is order of our Guru to keep hairs intact. He termed them his stamp. Every Sikh male and female should follow his direction and look like him. Sardar meatTBingh was a leader of sikhs and one of the members of who founded khalsa college amritsar, when asked similar question he replied, " This is my guru's order, Had my guru ordered us to keep 5kgs of weight on our heads, we still would have kept it."
So for hairs have given sikhs a proud identity throughout the world. Punjab High court(India) when approached for similar verdict, they also agreed with the above. To be a sikh, you must not cut hairs. This is first step, and people who can not even follow this simple step, can not walk on tough path of spirtuality.
