Who created Taoism, and what led to its creation?

Tao.

Laozi gets credit, but the origins are prehistoric.

Laozi. It was founded in response to a thought it is impossible to achieve ones highest potential and happiness in the midst of society.

Most likely the Chinese philosopher Lao Tzu,the author of the Tao-Te-Ching. but many of it's principles had already been around for a long time.

No one created it, many things were created, but it was invented. Bif difference. You might want to use a dictionary and learn what both sours mean. It is OK to ask though, little children often get words confused, like saying warmer, instead of hammer... Pretty close though.
