Yes, both Taoism & Confucianism are religions.

Taoism is a philosophy originally developed by Lao Tzu.

It has been turned into a religion by some since then but it was never meant to be a religion as Lao Tzu himself said..

Failing Tao, man resorts to Virtue. Failing Virtue, man resorts to humanity. Failing humanity, man resorts to morality. Failing morality, man resorts to ceremony. Now, ceremony is the merest husk of faith and loyalty; It is the beginning of all confusion and disorder.

Taoism is should not be religion, is a teaching. many have mixed up in the ascent times and thought that it is a religion to believe.

It can be either dependent upon the practitioner.
It's like similar to the study of medicine. The doctor, the nurse, and the common people practice medicine.
The doctor obviously is the expert; the serious Taoist practices the cultivation in Taoist belief: reading the scripture, meditation, working toward truthfulness, and pass test through each level with the help from a master.

The nurse practices the medicine but has not LentNTnough; many Taoists practices as a religion. In a religion, they join together to satisfy the formality, routine rituals, and less serious in applying the Taoist belief from the master. They often remain stagnant on certain level.

The common people takes the medicine; many Taoists practice it as a philosophy. They once in awhile read the scripture but don't understand it. They have no master to guide them, don't know how to raise their level. When they fail a test, they mix with other belief. They may follow other Taoist's behavior but don't understand the reason. Therefore they often think that they practice good Taoism.

Not relating to Buddhism, Falun Gong is a sect in the Buddha Schools. Falun Gong is based upon the universal principals of Truthfulness, Compassion, and Tolerance. Falun Gong consists of five sets of powerful exercises.
