What about when "god" attacked new Orleans? Or all the tornadoes that "god" sends to the Midwest? Or that one time when "god" stood by and did nothing while the Nazis were systematically executing an entire culture?

Some think so. Still many Christian organizations have gone there to help as much as they can and are still doing so. It is hard to judge. If we do that we'd have to wonder if that is why all the crazy weather patterns are a punishment. I personally believe they are birth pangs to the Apocalypse which is coming soon to a theater near you.

No, God doesn't punish man for his sin now. Jesus took ALL the sin for mankind on the cross and so God punished Jesus for all our sin for all time. God is a perfect Judge and doesn't punish the same sin twice, so if the punishment was taken by Jesus it could not be God punishing Haiti.
Haiti has the unfortunate predicament of being in the path of most of the hurricanes in the Caribbean. They also have the great misfortune to have have few resources to build with and a corrupt government that takes what little is left.

The corrupt government? The violence in their society? Yes- a culture reaps what it sows. Voodoo is NOT some benign quaint "religion"... it's gross superstition and Haiti is not a very nice place to live, period. It is because a culture acts on what they believe and Voodoo is not nice.
In fact there have been a rash of killings lately- all in the name of their witchcraft- thinking the killings are part of the way to appease their demonic beings to stop the cholera.
Such a God would be both an incredibly cruel God and an incredibly weak one. Cruel for punishing people for their belief or lack thereof and weak for only being able to do broad sweeping gestures like a natural disaster that punish innocent and guilty alike.
