that would depend a lot on him, if it's not his first rodeo and how much do you trust him to not be led into mischief. I believe I was closer to 15 or 16 b4 my Dad started letting us go to concerts alone but back then you could get your drivers lick at 15.

It is too mature/ wild for a 13 year old. He would enjoy it more in a couple years.Some things are worth the wait,including voodoo fest.Find something else to do on Halloween so he doesn't complain.

yes, it's just a music festival. it's not like they're practicing voodoo there or anything. it's just a name.
