"Voodoo economics" would imply that conservative politicians were practicing some kind of ineffective, nonsensical ritual that they genuinely thought would work.
In reality, they were simply paying back their corporate donors, and when people noticed, had the gall to pretend that giving money to rich people was somehow a sound economic plan, as opposed to just their part of a quid pro quot deal.
"Voodoo economics" is excessively kind to it - what it really is is some people with their hands in the cookie jar who, when caught, had the audacity to try to tell you that they were only stealing cookies because they thought it would help you.
