Put this question in the religion section instead of science.

or

Go to a Wicca site, such as: http://www.wicca.com/celtic/wicca/wicca.htm

Scott Cunningham has some really informative books out on the subject.

----This question really does belong in the spirituality category.

Blessed Be.

There are several good books that come to mind. But really, Wicca is a study process. Make sure you don't cast spells without knowing what you are doing first. With that in mind, look below for a list of good books.

I have a question in return: Why is it that people are willing to spend years to become a doctor or biologist, etc.. and yet are not willing to give that same dedication of time to learning and growth in their religion? You do not become proficient overnight, learning is a lifelong process.

But that aside, to get a basic start I would say read books (I recommend "Witchcrafting" by Phylis Curott, "The Circle Within" by Dianne Sylvan), check out websites (WNW.witchvox.com , WNW.collegewicca.com, http://wicca.timerift.net/).

Be prepared to think on your personal beliefs and be willing to question as you read. These books are written by humans who try as they might or might not, have their own opinions and biases.

There really isn't a very fast way to grasp the concept of Wicca enough to prat ice it. you have to be willing to sacrifice some of your time to research and read about the religion before you can actually claim you practice it.Although when i first be gain being int rested in Wicca i went to our local public library to look for books so trust me you will find them. And go ogle is also a good way to find information about Wicca. And also find a friend or someone you know that practices Wicca and they can help you with it.I turned to my best friend and he helped my transit from christian to wiccan. So the best way to find info is in a public libarary or google. And remember wicca is a religon to be taken seriously because if you break some of the wiccan concepts you probably wont be respected for what you belive in so take your time in finding out what you need to know.

harm none and do as ye will.
blessed be.

I know you're asking about Wicca, but ADF has a couple of mottoes that apply here:

"Why not excellence?"

When you're in such a hurry to ask a question that you can't take the time to place it in the proper category, then you aren't focused on excellence. You shouldn't be concerned about learning Wicca in "the fastest way", rather you should be concerned with learning it in the most excellent way.

"As fast as a speeding oak tree"

It takes decades for the tiny acorn to grow into the mightiest and kingliest of trees. You can't rush excellence; attempting to do so will warp, mutate, or even kill the nascent potential.

So you, my little acorn friend, should be patient. The arts magical are not a race.

Here are some recommendations to get you started:

Books:
"Triumph of the Moon" by Ronald Hutton
"Drawing Down the Moon" by Margot Adler
"A Witches' Bible Compleat" by Janet and Stewart Farrar
"Witchcraft for Tomorrow" by Doreen Valiente
"Spiral Dance" by Starhawk

Websites:

http://www.witchvox.com/_x.html?c=basics
http://www.witchvox.com/_x.html?c=trads
http://wicca.timerift.net/index.html
http://mothersmagic.net/
http://sacred-texts.com/

And please, for the love of Mike, stay the Hel away from Buckland, Ravenwolf, and McCoy will you? More experienced practitioners see them as laughing stocks.
