Latin people have a belief that if a child is blessed, we feel we need to touch the child to not give child or baby ojo (eye), if we see a baby and baby has beautiful eyes, we belive to put our hands over eyes not to jinx baby eyes, same with anything else babies or children are adorable for, certain features, the old latin lady saw something adorable of your son and did not want to give him any jinx and putting hand over him protects for that jinx does not happen, arabic people believe similar, they put eye jewelry on babies especially newborns. Onyx is also a good protector.

No, it is more superstition than witchcraft. I am Hispanic and what she was doing was averting the evil eye. Hispanics believe if you stare at a person too long or with envy you can make them sick. So to make sure that doesn't happen they touch the person they were staring at. This is done to children as well because they are more "vulnerable" than adults. By the way if you get the evil eye you become physically ill. There are various ways to cure it and these also are superstitions and not witchcraft.
