No witches I know get offended by people dressing up as witches and having fun on Hallowe'en, even though the stereotype of the green-faced hag in the tall pointy hat is often criticized in Pagan/witch circles (in fact, the tall pointy hat was the height of fashion and a mark of nobility in the middle ages, whereas the grotesque ugliness of the witch's face was propaganda). I think there tend to be more objections to the blatant merchandising and commercialism.
I celebrate the Wiccan Sabbath of Samhain on Halloween (quietly, alone and in the privacy of my home) and this includes the setting of an altar, the casting of a circle, a meditation and a remembrance of the dear departed. This is a very special, spiritual night to me, but I have no objections to others celebrating it as they wish.
